Following a sudden and severe decline in air quality across Delhi-NCR, the Commission for Air Quality Management (CAQM) has invoked Stage 2 of the Graded Response Action Plan (GRAP-2) with immediate effect. Delhi's Air Quality Index (AQI) surged directly from 117 to 324, placing it in the 'Very Poor' category. Adverse meteorological conditions have been cited as the primary reason for this rapid deterioration.
What Does the Order State?
According to the order issued on November 2, all guidelines under Stage-1 and Stage-2 of GRAP must be strictly implemented by the concerned agencies across the entire National Capital Region (NCR). These measures will undergo continuous monitoring and review. Authorities will now place heavy emphasis on road dust control and promoting the use of public transport.

Appeal to Citizens
Authorities have urged citizens to strictly adhere to the 'Citizen Charter' defined under GRAP-1 and GRAP-2 and to opt for public transport over private vehicles. Air quality will be monitored around the clock based on forecasts from the IMD and IITM, and further stringent decisions may be taken if necessary. This GRAP-2 announcement comes just a day after vehicle restrictions were introduced under the winter pollution control plan.
